Appears to be a true believer in the empire and the Tenets of Vithimiris. Setting each prisoner a gruelling schedule of hard labour.
He was also the owner of two Daethian firearms, how or why he has these prestige weapons is unknown.
During the riots of The Isle of Ostrastein, the party looked for him, finding his chamber. Though he had already fled the facility before their arrival.
